We very much appreciate the effort, assistance and support Minister Neufeld and yourself have provided with regard to the Vancouver Island Transmission Reinforcement Project.
As discussed at our meeting of June 21st, I am attaching a copy of the presentation TRAHVOL made to Delta Council on Monday, June 20th with regard to the BCTC’s latest proposal and the alternatives available. You have indicated you would review this information with Minister Neufeld at the earliest convenience. (Per our discussion, I have updated the presentation to include a few more details on the HVDC technology as well).
TRAHVOL and the residents of South Delta are concerned that BCTC has not done due diligence in their evaluation of the available alternatives to their latest, hastily devised proposal. We are also very concerned that BCTC seems determined on passing the decision making responsibility to the BCUC without developing proper plans or completing proper consultation with the affected parties. This can only add unnecessary costs and delays to this project.
We believe that the BCTC need to be directed to step back and review in detail the alternative proposals in greater detail in conjunction with impacted communities and with greater regard for the whole Vancouver Island Power Provisioning Plan before submitting their application. For example, their presumption that Tsawwassen land owners will simply hand over their well established properties for the installation of this system is ill advised.
Given the failure of the GSX and Duke Point project proposals and knowing that a timely solution is required to provide the power needed for Vancouver Island, we remain committed to working toward a satisfactory resolution to this issue
We look forward to meeting with the Minister and yourself as required to discuss these concerns and to provide input and support for a final solution. We have worked constructively over the last 7 months to ensure a resolution to this issue that satisfies the requirements of BCTC to provide reliable power to Vancouver Island and the health and welfare of the residents of South Delta. We are determined to continue to do so until this goal is accomplished.
