Subject: BCTC VITR Project
Dear Sir,
I would like to file for (Active / Non-Active) Intervention Status in the British Columbia Transmission Corporation VITR Project CPCN Application.
We, the residents, recognize the need to provide additional power to Vancouver Island and have attempted to work constructively with BCTC over the last eight months to find an alternate route with the least impact on our South Delta community. Unfortunately, our efforts and recommendations have fallen on deaf ears. BCTC has failed to recommend an alternative route that takes into account the health, quality of life and well being of the residents of Tsawwassen, even though several viable alternatives exist.
BCTC proposes in their application an underground route through Tsawwassen which relies on undergrounding the lines along the existing overhead right of way, however BCTC does not have underground rights in this right-of-way. Residents with right-of-way encumbrances were recently polled and 100% are opposed to allowing BCTC underground rights in their backyards. We are concerned about the disruption to our homes, the destruction of our backyards and landscaping, the potential threat to our health and the health of our children from increased EMF levels in our backyards, school yards and parks, our quality of life, as well as further decreases in property values.
The Tsawwassen right-of-way is very unique (as identified by residents and as described by BCTC on page 104 of the application) and demands a unique solution. There are several viable alternative routes and technologies that we believe require much more detailed analysis before moving forward with this 60 year life project.
We respectfully request the B.C. Utilities Commission to reject this route proposal and to direct BCTC to complete a thorough and detailed evaluation of the viable alternatives.
